If your business ships products across international borders, you have likely encountered the term "heat-treated pallets." But what does heat treatment actually mean, how does it work, and does your business need it? This guide answers those questions in plain language.

What Is Heat Treatment for Pallets?

Heat treatment is a process where wood pallets are heated to a specific core temperature for a set duration. The purpose is to eliminate insects, larvae, and other pests that can live inside raw wood. By treating the wood, the pallet becomes safe for international transport without the risk of spreading invasive species from one country to another.

The process does not involve chemicals. It is purely thermal. The pallets are placed in a kiln or heat chamber and held at the required temperature until the wood core reaches the target throughout.

What Is ISPM-15?

ISPM-15 stands for International Standards for Phytosanitary Measures No. 15. It is the international regulation that governs wood packaging materials used in global trade. Most countries that participate in international commerce enforce ISPM-15 requirements on imported wood packaging, including pallets, crates, and dunnage.

Under ISPM-15, wood packaging must be either heat treated or fumigated with methyl bromide (though methyl bromide is being phased out in many countries). Heat treatment is by far the most common and preferred method.

Pallets that meet ISPM-15 standards carry a stamp or brand mark that identifies the treatment facility, the country of origin, and the treatment method (HT for heat treatment).

How the Heat Treatment Process Works

The ISPM-15 heat treatment standard requires that the core temperature of the wood reaches 56 degrees Celsius (132.8 degrees Fahrenheit) for a minimum of 30 continuous minutes. This applies to the entire cross-section of each piece of wood in the pallet.

The process works as follows:

  • Pallets are loaded into a heat treatment chamber or kiln
  • Temperature probes are placed in the thickest wood sections to monitor core temperature
  • The chamber is heated until all probes confirm the wood core has reached 56 degrees Celsius
  • Temperature is maintained for at least 30 minutes after the core reaches the threshold
  • Once the cycle is complete, pallets are marked with the ISPM-15 compliance stamp

This is a carefully controlled process. Not every pallet supplier has the facilities or certification to perform ISPM-15 heat treatment.

When Do You Need Heat-Treated Pallets?

You need heat-treated pallets whenever you are shipping products internationally using wood packaging. Specifically:

  • Export shipments: Any freight leaving the United States on wood pallets going to a country that enforces ISPM-15 (which includes most trading partners)
  • Container freight: Products loaded on pallets into shipping containers at Tampa Bay ports
  • Cross-border ground freight: Shipments to Canada and Mexico on wood pallets
  • Military and government contracts: Many government shipping contracts require ISPM-15 compliant packaging
  • International retail distribution: Products shipped to international retail partners who enforce wood packaging standards

When You Do NOT Need Heat-Treated Pallets

If your business only ships domestically within the United States, heat-treated pallets are generally not required. Standard new pallets for domestic freight or used pallets work fine for shipments within the country.

There are a few exceptions where some domestic customers or industries request heat-treated pallets for their own quality standards, but these are not regulatory requirements.

Using non-compliant pallets for international shipments can lead to serious consequences:

  • Customs rejection: Your shipment can be refused entry at the destination port
  • Quarantine and inspection: Freight may be held for inspection, causing costly delays

  • Fines and penalties: Some countries impose fines for non-compliant wood packaging
  • Lost customers: Repeated compliance failures damage your reliability with international partners

The cost of using heat-treated pallets is far less than the cost of a single rejected shipment.
